Memorandum of Understanding (MOU) for Use of Alabama's Immunization Registry

The Alabama Department of Public Health (ADPH), Immunization Division (IMM), oversees the state's immunization registry called Immunzation Patient Registry with Integrated Technology (ImmPRINT). I.

Purpose:The purpose of this MOU is to ensure compliance with Alabama's legislation related to Alabama's immunization registry (ImmPRINT), State Law Governing the Exchange of Immunization Data, and State Rules Governing the Registry, and to ensure compliance with federal patient privacy protections legislation in HIPAA Privacy Rule and Public Health.

II.

Goal: The parties agree to increase immunization coverage and decrease vaccine-preventable diseases while protecting the confidentiality, privacy and security of patient's protected health information (PHI) contained in ImmPRINT.

III.

Parties and Responsibilities:

  A.

ADPH is the state agency responsible for ImmPRINT recruitment, enrollment, education, data quality analysis, enhancements, and maintenance of ImmPRINT.

  B.

Approved immunization providers and /or data users, including but not limited to, physicians, nurses, administrative office personnel, and school and childcare centers staff are responsible to use ImmPRINT data to determine vaccine due or forecasted, updating the patient's record for newly administered or acquired immunization data in ImmPRINT, and secure ImmPRINT data.

IV.

Terms: If any ImmPRINT user is found to be noncompliant to registry state law, state rules, or HIPAA and Public Health linked above, ADPH will inactivate the ImmPRINT user, report the breach to their employer, and contact ADPH General Counsel.
